Based on the administrative standards sought to be implemented by Sharjah government through legislation governing the work of the administrative apparatus in Sharjah government, Sharjah Directorate of Human Resources launched a workshop entitled “General Framework of the Behavioural Competencies Indicators”, in order to establish a scientific approach for rewarding outstanding achievements and results.
The Workshop started in the emirate of Sharjah on Sunday 14/7/2019 at Al Dafin headquarters of Sharjah Directorate of Human Resources, and is planned to continue until 23/7/2019. The Directorate divided the workshop into two phases in the same day for all the employees of the entities, institutions and departments of Sharjah government.
The Deputy Director of the Performance Appraisal Department at the Directorate, Hossat Mohammad Al Shehhi, confirmed: “We aim through this workshop at developing the performance of employees by finding a mechanism determining how an employee may achieve his targets and duties according to the general framework of behavioural competencies that were put in place in accordance with the Implementing Regulation of the Law of Human Resources in the Emirate of Sharjah.”
She also mentioned the following: “The behavioural competencies indicators determine the performance expectations and shed the light on what an employee should do to successfully perform his duties, especially since such competencies are considered an integral part of the performance appraisal system and complementary thereto, where the skills and talents of an employee are among the most important basis for the appraisal of his performance, particularly if he occupies specialised positions that require high performance skills.”
Al Shehhi also pointed out that the Performance Management System for the Employees of Sharjah Government was adopted in 2015 by a decision issued by the Executive Council of the Emirate of Sharjah, and Sharjah government is seeking the implementation thereof through legislation governing the administrative apparatus in Sharjah government and derived from Law No. (6) of 2015 concerning the Human Resources in the Emirate of Sharjah, pursuant to Articles (13, 14, 15 and 16) of the Law, which stipulate the necessity of issuing a system for the management of the performance appraisal and include the basis, standards and levels of the employees performance measurement, and given the significance of the system to both government and employees.
Furthermore, she noted that the Directorate gives a priority to “Performance Development” and makes it a prime target at the level of the institutions, departments and entities of Sharjah government, within a joint action strategy that is in line with the orientations of both the State and Emirate to raise the productivity and dedication level among employees, based on their awareness that their work and achievements are appreciated and distinguished.
We aim through this workshop to introduce the Performance Management System in order to guarantee that it reaches the HR departments and employees of Sharjah government and to achieve a proper implementation thereof using various media, social media, practical workshops, field visits and publications among many others, given its important role in providing a database that is necessary to rationalise the decision-making process related to human resources management, individual performance enhancement and career and self-development to improve their functional performance.
She clarified on the side-lines of the training workshops currently being held in Al Dafin branch, that the Directorate will organise the workshop for all the employees of Sharjah government in all the cities of the Emirate where it will hold its next workshop in the Eastern region, on Wednesday 24/07/2019 in Kalba city and Monday 29/7/2019 in Khor Fakkan city.
The workshop was targeted at all the employees of Sharjah government implementing the Electronic Performance Appraisal System. A detailed explanation of the concept and description of the behavioural competencies indicators in the Performance Appraisal System was provided in the workshop to raise the efficiency and competence of the employees’ performance appraisal in order to motivate distinguished employees, assist all of them in performing their duties and developing their skills so that they become commensurate with work requirements and upgrade their developed functional performance.
